Pennsylvania American Water offers a customer assistance program, information regarding the Low-Income Household Water Assistance Program (LIHWAP), as well as payment arrangements. Duquesne Light says about 8,000 customers are due to have services shut off and 30,000 customers have been informed their services could be terminated.
